No, the dirauths just haven't updated their version strings yet.

This question always comes up. If tor applied a 'greater than or equal'
match to any given branch, as listed by single lowest acceptable version,
then this wouldn't be an issue and the strings would only need bumped
when that lowest so listed version experiences a recommended upgrade.
