I always go with a Nexus line, either Nexus Galaxy, or Nexus 4. They are
quite affordable, run stock Android, and the bootloader is easy to
unlock, so you can flash any Android ROM you would like.

With Orbot, we are still supporting Android 2.3 and up, so you can also
get a very cheap Samsung phone running an older OS as well.
