I noticed that the Tor Project's 2012 Financial Report from
https://www.torproject.org/about/findoc/2012-TorProject-FinancialStatements.pdf
notes that what appears to be Tor's largest single source of funding is a
$876K U.S. Department of Defense grant obtained via the Stanford Research
Institute that's described on PDF p.11 as follows:

"U.S. Department of Defense Pass-Through from SRI International
Basic and Applied Research and Development in Areas Relating to the Navy
Command, Control, Communications, Computers, Intelligence,
Surveillance, and Reconnaissance".

Despite this transparency on Tor's own website, Tor's "Sponsors" page at
https://www.torproject.org/about/sponsors.html.en currently lists its
largest donor as "an anonymous NGO."

Isn't SRI "an anonymous North American NGO" only in the sense that
Halliburton or Lockheed Martin could be considered a North American NGO?

Is there another explanation for the discrepancy between the website and
the Tor Project's 2012 Financial Statements?

Could Roger or perhaps Andrew offer some details about the Tor Project's
work under this grant?
