This isn't a bad idea.  Or, more specifically, why not use the existing javascript/no javascript routines in HTML on check.torproject.org to warn users of possible security ramifications from having javascript enabled?  That might be the easiest method to continue packaging the Tor Browser Bundle as currently done without dealing with any negative feedback claiming that people are uninformed of the risks possible through javascript exploits and, thus, are left insecure by default.
