[tor-talk] torsocks is broken and unmaintained

This is a vastly higher barrier to entry than torsocks, that will lead
to fewer people using Tor for fewer things. 

As long as the Tor Browser is available as a standalone application, I
don't see why it wouldn't be okay to use torsocks and similar programs.
