[tor-talk] Is my ISP censoring my access to Tor?

Thanks.  I thought I might be missing out on something.  For Windows TBB 
users, is "Configure ControlPort Automatically" recommended in any case 
& when?

If ever recommended under Windows, what are benefits / disadvantages?
