It is an IRC channel in the Freenode IRC network. Channels are

Join the IRC chat and ask somebody, who offers some Bitcoin and you can
send the money in any way you and your counterparty's like.

"bitcoin-otc" uses a "web of trust". If you want to became a trusted
part of the network, you have to register with your OpenPGP key.
