Well, because it just came out, for one.

Every new Firefox release these days includes a pile of new privacy
disasters that Mike is scrambling to keep up with.

These days, you really don't want the shiniest newest Firefox as soon
as it comes out. For the stable TBB tree, our plan is to move to Firefox
10-esr.
