Startpage is ixquick, and is already an option in TBB.

In order to move this discussion in a more positive direction, the
method to get something changed in tor is to open a ticket and have the
discussion about the decision in the ticket. I opened a ticket,
https://trac.torproject.org/projects/tor/ticket/4902, to get the
conversation started.
