That's a difficult question to answer.

"Basic" tends to imply "bad" or "snake oil."  "Good" tends to imply
"strong," which also tends to bring with it changes in how people go
about their business.  That means a certain amount of training.

There are some good graphical front-ends for GnuPG on a number of
platforms, the question is whether or not someone who is older or
younger will incorporate it into their daily life.
