The directory authorities assign the Fast flag to the top 7/8s of
relays by bandwidth:

Lately this cutoff has been around the 40KB mark.

It's an area of active research what the relationship is between this
"minimum bandwidth cutoff" and the resulting performance changes:
https://trac.torproject.org/projects/tor/ticket/1854
but I am increasingly suspecting that raising it to 100KB or even 500KB
would produce an improvement.
