It depends on how you do it.
The important things is to be really careful not to create "collateral
damage" while you apply some kind of security.
Avoiding damaging end user traffic must be a priority in such case.
That's a sensitive discussion i know.

There is an ongoing thread on tor-relays about the filtering of outgoing
portscans .
Mick summarized on tor-relays ml at best how useful it would be to make
some kind of very light filtering about the portscan for example:
