Privoxy doesn't start on booting

/etc/hosts:
127.0.0.1       localhost
127.0.1.1       hostname


There is the next record in the /etc/privoxy/config :
listen-address  localhost:8118

I think I need change localhost to ip-address of that, i.e. 127.0.0.1,
am I right?
