Bug in .tmp file handling

Note the double .tmp file extension.
There may be places where mkstemp(3) could be considered for use...
.tor, these files.

Restarted tor, watched .tor dir right after.

.tor hier went from:
lock
state
cached-descriptors.new
cached-descriptors
cached-consensus
cached-certs

to: same files as in from:, plus
cached-descriptors.tmp.tmp

back to: same files as in from:.
