Tor Browser Bundle for Windows contains Firefox 3.5.9?

Why does the Tor Browser Bundle for Windows contain Firefox 3.5.9 and NOT
the latest Firefox 3.6.4 or 3.6.3?

The 3.6 version of Firefox has more Bugs fixed than the 3.5 version.
