Configuring a Hidden Service

 Hello.
In reading: Configuring Hidden Services for Tor I came upon this in Step Three: More advanced tips.
"If your computer isn't online all the time, your hidden service won't be either. This leaks information to an observant adversary."
Does it leak because it is online all the time or because it isn't online all the time? 
And how or what does it leak?

Also, does one need to be connected (online), to the Tor network in order to "precheck" a Hidden Services site in order to make sure it is working properly? Can it open in Firefox browser offline and whatever one will put on or in their site, can be done without and before, Tor clients can visit? I'm assuming that if one does this and I'm assuming prechecking is necessary, then that would mean the new onion address is not yet advertised to the Tor network for Tor clients to use but it is now part of the database of the Tor servers in order for them to resolve the 16 digit onion URL.

Am I on the right track here?
