weak algorithm in tor

hi, 

what does this mean:

  In "backwards-compatible renegotiation", the connection initiator's

   ClientHello MUST include at least one ciphersuite other than those listed

   above.


Does it mean  some Clients can choose an  algortihm by him self for example  the DES, his not seure any more?
