Are keywords and values in "torrc" (and other) config files case-sensitive?

The keywords are case-insensitive. So ExitNodes and exitnodes are
equivalent.

Whether the values are case-insensitive depends on which keyword we're
talking about. For {us} vs {US}, they should both work fine.
