Yes, you can spoof geolocation with Tor. You just need to pin your exit
node to one in the area you'd like.

1. Dig through a Tor directory to find a suitable exit node.

2. Put something like this in your torrc:

ExitNodes insert-one-or-two-nodes-in-the-country-you-need-here
StrictExitNodes 1
