My opinion would be that this is better achieved by making tor able to
use both IPv4 and IPv6 for communication between nodes.

In 99% of cases, a node cannot accept inbound connections because of
a NAT box in the middle.  Such a node can accept IPv6 connections in
most cases, as long as it establishes a Teredo tunnel.
