Really? Can you get a confirmation on that? It would be interesting to
know.  If you can't use Tor it kind of limits the effectiveness of this list
so I would suggest using Tor and check out the latest release candidate that
seems to effectively hide the fact that you are using the Tor network which
is especially useful in your friend's situation.

Another option may be to set up an SSH server in a less restrictive country
that is a client on the Tor network
