Do Tor options FascistFirewall and ReachableAddresses have anything to do with each other?

"FascistFirewall 1" is a shorthand for "ReachableORAddresses *:443,
ReachableDirAddresses *:80".

If you want to be more fine-grained, use Reachable*Addresses. If you
want to be quick and it does what you want, use FascistFirewall.
