tor slow to respond to SIGINT

     A few minutes ago, I gave my tor server (0.2.0.23-rc) a SIGINT to begin
shutting down.  There was then a delay of somewhere between 50 and 60 seconds
before tor logged a message acknowledging receipt of SIGINT, all though it
occasionally logged other kinds of messages in the meantime.  I noticed
something like that the last time I shut it down, too, but that time it was
totally unexpected--I'd never seen tor take a full second before--so I didn't
watch the times.  This time when no log message appeared immediately, I looked
at my watch and then kept an eye peeled for the message to appear.  Something
very weird is going on here.
