Please educate yourself about the meaning of the asterisk
in the domain part of Privoxy's URL patterns. The asterisk
may not do what you think it does, but that doesn't mean
that it has no effect at all.

I think you're looking for:
forward-socks4a / localhost:9050 146.164.34.14:80

In my opinion it's a pretty bad idea,
it works nonetheless though.

The wiki's claim an open proxy behind Tor would still provide
"all the anonymity benefits of Tor" is nonsense as you will
always reach the website through the same IP address which
makes it easier to track your requests between visits.
