Not enough networkstatus documents to launch requests

It looks like you are running tor as root;  I don't think this is 
recommended.  In any case, as root, try this:

wget http://18.244.0.188:9031/tor/status/authority

If this command successfully pulls down a network status document, then 
tor should be able to do the same.

If you still aren't able to diagnose the problem, try downloading and 
building  the latest tor from source; however, this time make sure you 
do it as a normal user.
