Cisco firewall filtering Tor?

moria2:9032 connection refused
tor26:80 works
lefkada:80 works
dizum:80 connection refused

I don't think it's a directory problem. For one, I'm connecting for
part of the day via another network, and Tor should have a cached set
of routers, right?
