Any Windows SMTP servers that can work with Socks/TOR?

The network itself is reliable, but due to spam abuse the recipient
will likely reject at attempted delivery, or the message will be
misclassified as spam.

Usenet maybe, but if you expect your message to be delivered reliably,
you have to go through authenticated channels. Abusers are ruining it
for everybody.
