proxy refusing connections

That sounds to me like Privoxy isn't running. In Terminal, try  
running "ps ax|grep privoxy" and see if it shows privoxy as running.  
You can do "sudo /Library/StartupItems/Privoxy/Privoxy start" to  
start it.
