for those not allowing exiting - reasonably safe ports

allowing irc traffic to come out of a tor node is part of the standard
exit policy anyway, the thing is only long-lived servers actually run
circuits. in any case, it can be argued that one cannot blame the medium
for the message, trolls use all sorts of methods to be trollish on irc
anyway. if someone tried to accuse you of being complicit you can say
that you are no more complicit than any isp or network connection
provider for creating an environment where this *can* happen. routing is
a weak form of protection against misbehavior of users anyway. there is
much more effective ways to mitigate this kind of behavior.

i personally rarely encounter it because i'm never on any of the big irc
networks, just a little one that rarely has more than about 30 people
online at once.
