connection problems

Lately I am getting a lot of

 Tried for 60 seconds to get a connection to [scrubbed]:80. Giving up.
 Tried for 60 seconds to get a connection to [scrubbed]:80. Giving up.
 Tried for 60 seconds to get a connection to [scrubbed]:80. Giving up.
 Tried for 60 seconds to get a connection to [scrubbed]:80. Giving up.
 Tried for 60 seconds to get a connection to [scrubbed]:80. Giving up.

with no connection at all and when there is a connection it is
extremely slow. I did not change anything in Tor or Privoxy setting.

Anybody else experiencing this?
