Win XP Tor servers and the WSAENOBUFS error

Hi folks,

I know a lot of you have been plagued by the WSAENOBUFS error while
trying to run Tor as a server on your XP computers.

It's possible I fixed this bug in 0.1.1.9-alpha.

If you have experienced this problem, can you try running that release
as a Tor server, and let me know if it's still a problem?
