Aside from the research aspects of actually implementing this
mentioned earlier...from a policy stand point this can be adressed.

a certain threshhold bandwidth can be allowed "free" corresponding to
the current conception of "low bandwidth" thus true lowbandwidth users
can do so without penalty and people with otherwise fast connections
can choose a slow TOR path if they don't want to (or can't) share.

allowing server operators to adjust this setting is also desirable
(within a range), such that people can be generous if they desire.
