Question about torrc in Windows

Try F:\WINDOWS\Application Data or better yet do a search for torcc.

Windows 9x doesn't have the Documents and Settings directory.

It's either in C:\Windows\Application Data\Tor or in
C:\Windows\Profiles\username\Application Data\Tor.
