Can't connect through proxy

Tor 0.1.0.10 under WinXP. It was working fine until our network was
changed to send all traffic through a proxy. I opened up torrc and
added lines for FacistFirewall and HttpProxy. But here is the output
from notice.log:

Jun 24 13:55:56.551 [notice] Tried for 60 seconds to get a connection to
[scrubbed]:80. Giving up.

The output from debug.log starts here:

Jun 24 13:54:54.713 [debug] directory_initiate_command(): initiating
directory fetch
Jun 24 13:54:54.713 [debug] connection_connect(): Connecting to

Jun 24 13:54:54.713 [info] connection_add(): new conn type Dir, socket

Jun 24 13:54:54.713 [debug] connection_connect(): connect in progress,
socket 376.
Jun 24 13:54:54.713 [debug] directory_send_command(): Asking for
compressed directory from server running Tor 0.1.0.10 on Linux i686
Jun 24 13:54:54.713 [debug] write_to_buf(): added 95 bytes to buf (now
95 total).
Jun 24 13:54:54.843 [debug] conn_write_callback(): socket 376 wants to
write.
Jun 24 13:54:54.883 [info] connection_dir_finished_connecting(): Dir
connection to router 128.30.28.19:9030 established.

and ends here:

nickname Eymerich, for address [scrubbed] / port 80:

Jun 24 13:55:56.551 [info] conn_close_if_marked(): Cleaning up

Jun 24 13:55:56.551 [info] _connection_free(): closing fd 364.

This behaviour is consistant with every site I try to connect with.
Privoxy always puts up a 404 page. Any suggestions on where to look for
the cause of this problem? Is there something more I should be setting
in torrc?

OBTW, the SwitchProxy extension to Firefox really comes in handy during
sessions like this.

Thanks.
