I believe the answer to this is no. Directory fetches are already
a small percentage of the overall Tor traffic, and the directory
changes we're making in 0.1.1.x make things even more lightweight
(clients download individual server descriptors when new ones are
available, rather than downloading them all en masse periodically --

alas it looks like it needs updating).

To handle more load, the real answer it to attract and keep more fast
and reliable servers.
