Changing circuit lengths

There is an option called "PathlenCoinWeight", which has a default of
0.3. However, if you look at src/or/circuitbuild.c:new_route_len you
can see that it's just ignored.

So there's no way to change the path length in the config file, but
you can edit that function if you really want.
