Tor has a public IRC channel now

Because we've had an increasing number of people trying to find us to
talk to us, I've set up a public IRC channel at #tor on irc.oftc.net.
It's designed for users and server operators, and the developers will
also aim to be there sometimes.

You all should feel free to come hang out, answer questions, ask
questions, work together on supporting applications or documentation, etc.
