[tor-scaling] No October Meeting; Next tentatively Nov 21 16:00 UTC

Let's scrub the meeting at the end of this month, as it is Halloween and
I need to wrap up some Sponsor2 things anyway.

The next Thursday at the end of November is Nov 28th, which is the US
Thanksgiving holiday, so let's tentatively put the next meeting at 16:00
UTC on Nov 21 instead, unless anyone objects.

Please let the list know if you have any interesting results or
discussion topics though, as we may scrub Nov 21 too depending on
funding and other priorities.
