[tor-scaling] opening this mailing list

Hi!

At the last meeting there was a discussion about opening this mailing
list. After checking with people that originally asked it to be secret,
it seems that everybody is ok with having public archives and opening
the mailing list to the world. I'm going to do that tomorrow (Thursday
April 11th) and send an announcement to tor-dev about its existence. If
anybody disagree please let us know.
