CollecTor
- - Added new @type hidden-service-descriptor to data formats.
- - Redesigned the website, discussed changes on the dev list, deployed.
- - Added a new file index.json that contains a list of all served files
(#17321).
- - Moved forward with the migration away from yatei to a new host.

metrics-lib
- - Looked into packaging metrics-lib for Debian (#13166), with friendly
help by federico3.
- - Wrote a contributor's guide.

tor
- - Review files in doc/HACKING/ for 1-1-1 task exchange.
