[tor-reports] Donncha's SoP Status Report 4

Hello all,

This is my (little-late) fourth biweekly status report for my hidden
service scaling / load-balancing SoP project. I've been busy moving
country over the past 2 weeks so this report is little light. I hope to
get back to full productivity over the next two weeks.

Over the last two weeks I:
* Add unit tests for hidden service descriptor creation and intro point
selection.

* Worked with s7r to load test some OnionBalance backed hidden services
and monitor rendezvous point creation. The results so far look good and
we may summerize the results in a blog post in the near future.

Over the next two weeks I will continue work on the 'Complex mode' and
#14846.I'll also work on improving the documentation.
