 - Added fractional times of relays having flags assigned to them
(#15177) for weasel to put together a list of fallback directories.

ExoneraTor:
 - Started improving the user interface of ExoneraTor together with
Julius.

Misc:
 - Attended the winter dev meeting in Valencia.
 - Authored half of and published the March 4th, 2015 TWN issue.
