[tor-reports] Kevin's July/August

In July I:
- Finished off the FTE/obfuscation implementation [2] in C++ for uProxy.
- Setup new FTE bridges [4].
- Released version 0.2.16 of fteproxy, which included a number of minor
bug/performance fixes [3].

In August I:
- Attended the State Department meeting on censorship, co-located at USENIX.
- Gave a talk at USENIX on our paper: LibFTE: A Toolkit for Constructing
Practical, Format-Abiding Encryption Schemes [1].
- Worked on censorship-related grant proposals.
- Resumed work on structuring fteproxy, such that it's debian friendly.
- Raised lots of low/medium priority bugs for fteproxy.
