[tor-reports] Noel report for August

During August I have been answering and investigating RT tickets in spanish, 
italian and portuguese.

Most frquent issues have been "It does not connect" with lack of information, 
followed by bridges requests and requests for information.

I still have the idea of creating a semiofficial spanish only webpage. Help (any 
kinfd of) welcome.
