[tor-reports] Noel report for November

During November I've been also a bit disconnected than what I like, but not so 
much as the previous month.

On Tor, I still answer tickets in spanish, italian and portuguese. The main 
questions are still "Tor has stopped working" and "Tor does not work", but 
there has been an increase in "How to deinstall" questions.

I have also improved the Trac article about the trip to Valencia, which I 
expect now to expand from the CTF itself to the Winter Dev Meeting.

Out of Tor, I'm now involved in Devuan, where it may be needed that I become 
sort of maintainer of Tor packages.
