[tor-reports] Andrea's post-February status report

In February 2013:

 * February mostly got taken up with code reviewing and deciding what to
   merge before the 0.2.4 feature deadline.

 * But I did get a nice unit test written for bug #2286, including refactoring
   the existing v3_networkstatus unit test for more flexibility, after that
   had passed.

After March 1, 2013:

 * More code reviews and bug triage

 * Fixed bug 8273 (don't trust advertised bandwidths for flags when we
   have measured bandwidths) by implemented a measured bandwidth cache
   in dirserv.c.

In the remainder of March:

 * I'll be in Boston for the dev meeting and a bit after, so hopefully
   that leads to meeting up with NickM for some hacking time.

 * I'll be attending Norwescon 36 [1] and unattentive March 28-31.
