[tor-relays] Good hosting providers for an exit node

I don't have much experience, but I think you may do a first selection
from
https://community.torproject.org/relay/community-resources/good-bad-isps/.
However you should check provider's conditions anyway, as many items in
this list are some years old and may be outdated.
