[tor-relays] Strange entries in notices.log

Looks like your disk is full and therefore tor can't write to it. You
should free some storage space. Also check if there is anything
hoarding it. I once run in similar problems because I set something
to keep very verbose logs and they grew to more than 200GB (!) every
few hours.
