[tor-relays] How can I tell if standalone Snowflake is running?

This information is present in the logs, by default the standalone proxy sends 
the logs to standard output. So if you run it with docker you should see it 
with:
  docker logs snowflake-proxy
Or if you installed it with ansible you should be able to see it in journald.
