[tor-relays] Old version in Debian/Ubuntu repo?

Did you miss out step 2 of the guide (configure the Tor package
repository)?

Tor 0.4.2.7 is packaged in Ubuntu Focals's universe repository,
but the Tor project provide an alternative repository with
newer (and actively updated) versions.
